Job Purpose:
We are seeking a highly skilled Executive Director of Property to lead and manage the full spectrum of property functions within our Group. This Executive Leadership role will oversee New Build Development, Asset Management and Property Services ensuring that our approach delivers a range of housing options that meet the diverse needs of our local communities, providing affordable, safe and secure homes for our tenants.
With a clear understanding of the environment we operate in this role will drive strategic growth, innovation and excellence ensuring all our properties are built, well managed and maintained to a high quality, meeting the needs of our customers whilst focussing on sustainable development in line with our new 3-year Corporate Plan.
Providing authentic, influential and effective strategic leadership and direction to all colleagues, you will put our customers at the heart of our Property Services. Ensuring our new and existing homes are well-maintained, safe, and energy-efficient, to help create opportunities for our tenants to thrive as well as protecting our assets for the long term.
Embedding a one team approach you will act as leader and expert, providing strategic advice and guidance to the Board, Executive, Senior Management and operational teams.
Role Dimensions
Cartrefi Conwy (CC) Turnover circa £32m, Creating Enterprise (CE) Turnover circa £12m, circa 4,300 Homes, circa 280 Group colleagues, Property Team circa 91 colleagues.
Focus and Key Responsibilities:
Leadership, Strategic Direction & Change Management
- Lead by example communicating professionally and driving forward a one team approach across the Group, demonstrating our Cartrefi commitments in your day-to-day interactions to deliver a positive and inclusive culture.
- Provide strategic leadership for all property related functions driving a supportive, motivational and inclusive environment to ensure we can deliver high-quality services for our customers.
- Work in partnership with all departments including Neighbourhoods and Finance and the leadership team to ensure property functions work cohesively together delivering future success, showing integrity in every action.
- Develop and execute long term Property strategies to support our organisation goals and ensure we meet our vision for the future.
- Lead, inspire and develop high performing teams to do the right thing, ensuring excellent service delivery across all areas of property.
Customer Service Delivery & Stakeholder Engagement
- Build and maintain strong relationships with our customers, putting them at the heart of our strategic deliverables.
- Engage with customers to ensure their needs are heard and addressed delivering excellence and fostering a strong customer focussed culture.
- Understand how all property functions deliver to each part of the customer journey and build strong relationships across all functions to improve customer satisfaction.
- Work closely with partners, local authorities and contractors to maximise property opportunities and outcomes regarding delivery of services, new build and asset management.
- Leverage technology and data analytics to improve processes and service outcomes delivering an excellent customer experience.
New Build
- Oversee the efficient delivery of our ambitious new build programme ensuring we deliver on time, within budget and in line with required legislative standards.
- Take a placemaking approach to ensure new developments meet local housing needs and align with our corporate objectives.
- Drive new build pipeline to ensure we meet agreed KPIs.
Asset Management
- Oversee the delivery of our asset management strategy to ensure the effective use and long-term sustainability of our assets delivering in line with our corporate plan.
- Ensure our asset management strategy delivers a planned and reactive maintenance refurbishment and lifecycle planning that maximises investment and delivers for our tenants.
- Optimise the performance of our property portfolio taking a strategic approach and making clear recommendations for improvements and disposals working in partnership to ensure our approach delivers value for money.
Property Services and Maintenance
- Lead a professional approach which delivers improved tenant satisfaction regarding repairs and property maintenance.
- Ensure all properties are safe, compliant and managed in line with regulatory and legislative requirements.
- Oversee implementation of policies and procedures that meet the diverse needs of all our tenants, delivering the best customer experience we can.
Financial Management and Budgetary Control
Working alongside our Group Director of Resources:
- Prepare, review, monitor and manage financial budgets within agreed levels and act within designated authority levels.
- Oversee cost control in all areas of Property to ensure value for money.
- Provide accurate financial forecasts and reports for relevant internal and external stakeholders.
Risk, Compliance and Regulation
- Identify and manage risks related to own functional areas, ensuring necessary control mechanisms and action plans are put in place to reduce them as far as reasonably practical.
- Provide strategic oversight to ensure compliance with relevant regulations including health and safety, environmental standards, governance, building and housing regulations.
- Lead initiatives for sustainability and environmental impact reduction in property management and new build projects.
- Oversee organisation operational policy to ensure it is compliant with legal and regulatory requirements.
Corporate Management
- Accountable and responsible for delivery of corporate strategic objectives along with all members of the Executive Leadership Team.
- Active and effective member of the Executive Leadership Team, liaising with the Group Chief Executive Officer and other members on all matters relating to customer, our colleagues and community services which impact on the organisation’s strategic objectives and activities.
- Participate in the compilation of the annual Corporate and Business Plans, setting and monitoring departmental objectives as appropriate.
- Interpret existing and proposed legislation as it affects all issues relevant to customer and community services and report to the Executive Leadership Team on possible impact.
Board & Governance
- Delivery of corporate strategic objectives in line with agreed governance processes.
- Prepare and present reports for the Boards and Committees as required, keeping them appraised of performance and procedures, new legislation and policy reviews.
- Support open and transparent dialogue, setting high standards of probity, ensuring that the Board members have sufficient information to enable them to discharge their responsibilities effectively and as required by the regulators.
General
- Provide appropriate and structured reporting systems to the Group Chief Executive Officer.
- Initiate and attend colleague consultation and negotiation meetings, as appropriate, providing relevant advice and support.
- Promote and professionally represent the organisation at local and national meetings with Welsh Govt, Political Leaders, LAs, Education, Health, CHC, CIH Cymru, Trade Union officials etc and with other housing related organisations, as appropriate.
- Ensure that all corporate policy is fully implemented and adhered to at all times.
- Provide corporate leadership and oversight for all health, safety, quality and environmental matters, ensuring that all policies and procedures comply with legal requirements and good practice.
